I agree that there *should* be no limit for how many characters make it into Smash, but when it comes to DLC specifically, Nintendo pre-determines 6 or so slots that go to characters that were probably chosen a long time ago. And in the decision-making process, one that we as consumers are not privy to, some decisions probably are made based on what characters are already in.
